We were in the Costa del Sol for 19 days and could not spend that much time in just Nerja. The beach and views are extraordinary and if I ndeeed a hotel there I would stay at Paradores, but 21 days is too long in that one place. Nobody mentioned the caves yet, and it is another interesting thing to do there. However, I agree that in that much time you should see everything from Nerja to Tarifa along the coast. Each city or town is different and interesting. Also day trips to Sevilla, Granada, Ronda are easy to do, even with a bus tour. We also went to Gibralta and Africa-Tangier, Morocco for a day trip. With that much time it would be a shame to spend it all in one place. But Nerja is one of the very beautiful beach resorts and unless you get bored, it’s nice. Good luck. I hope this was some help.
